end device adding to a PAN

Hi all,

I was asked a typical question in an interview.

Q)In a particular channel, there are 3 PANs. If I have a end device switched ON, to which coordinator, this end device joins.

It looks for which qualities in the Beacon packet from the coordinator. Please clear this doubt. This question is asked by a IOT product company.
